analysis, prevention, and providing expert testimony and <br /> treatment of trauma related to sexual assault; <br /> (10) developing, enlarging or strengthening programs to assist <br /> law enforcement, prosecutors, courts, and others to <br /> address the needs and circumstances of older and disabled <br /> women who are victims of sexual assault or domestic <br /> violence, including recognizing, investigating, and <br /> prosecuting instances of such assault or violence and <br /> targeting outreach and support, counseling, and other <br /> victim services to such older and disabled individuals; <br /> and <br /> (11) providing assistance to victims of sexual assault and <br /> domestic violence in immigration matters. <br /> WHEREAS, the Governor has designated Agency to serve <br /> <br /> as Hawaii's office for administering the federal financial <br /> assistance available under the Act; <br /> WHEREAS, Grantee is qualified to receive funds <br /> available to Hawaii under the Act and its implementing <br /> regulations (28 C.F.R. Part 33) or guidelines (Office of <br /> Justice Programs, STOP Violence Against Women Formula and <br /> Discretionary Grant Program Guidance), and has applied to <br /> Agency for receipt of the same as a subgrantee; <br /> Rev. 08/04 4 <br /> <br />
