REQUEST: <br /> Allocation of fifth and final increment of fuel tax revenues established by Resolution 192-97 and 241-98. See <br /> attached Exhibit A, "Fuel Tax Program Revenue Appropriation Increment 5 2006-2008." <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The distribution method used is the same as Increment 4 except that road mileage calculations now account <br /> for all roads maintained by the county. Previous calculations deleted FHWA roads. FHWA roads are County <br /> roads that are functionally classified by the FHWA and the State Department of Transportation (DOT) as <br /> Major Collectors or higher. In the past, DOT allowed us to use FHWA funds to maintain these roads. This is <br /> no longer the case as FHWA funds are basically used for new construction, safety and capacity upgrades. <br /> As a result, we no longer use FHWA funds for maintenance projects. Resurfacing projects of all County <br /> roads are now entirely funded through fuel taxes. Recent examples of FHWA roads resurfaced using Fuel <br /> Tax money include Mamalahoa Highway (Mud Lane to Waimea), Kam III Road, Puainako Street (Prince <br /> Kuhio Plaza) and Kamehameha Avenue. See Table labeled "2006 County Mileage Data." <br /> We have also included an adjustment to account for the cost difference in the unit price of hot mix asphalt <br /> concrete between East and West Hawaii Districts.
