This subsection imposes new <br /> regulations in azeas where the natural grade of the ground surface exceeds ten percent, in order to <br /> adequately mitigate potential flood hazards resulting from man-made alteration of the terrain in <br /> such azeas. Because of the length of the bill, I am not attaching the entire bill, but only an excerpt <br /> from the affected section. <br /> The proposed amendment clarifies that the amount of runoff to be contained within the site <br /> boundaries shall be calculated according to the Department of Public Works "Storm Drainage <br /> Standazds," dated October 1970, or any approved revision. <br /> Ramseyered against Draft 4 of Bi1151, the proposed amendment reads as follows: <br /> "(6) Within areas where the grade of the natural elevation of the ground surface <br /> prior to construction exceeds ten percent, filling, grading, and other <br /> development which may increase flooding or erosion hazards shall be <br /> prohibited unless a professional civil engineer licensed in the State of Hawaii <br /> certifies that the development will contain its own runoff and not increase <br /> flooding or erosion in other areas. The amount of runoff to be contained within <br /> the site boundazies shall be calculated according to the Department of Public <br /> Works "Storm Drainage Standazds "dated October 1970, or anv approved <br /> revision.
