I've been having computer problems. <br /> <br /> Mahalo. <br /> Re: Bill 51 (Draft4) Relating to Stormwater Management Amends Chapter 27, Flood Control, <br /> Hawaii County Code 1983 (2005 Edition), as Amended, Relating to Stormwater Management. <br /> {Updates Chapter 27 to conform with Federa~ Insurance program standards and increases <br /> regulation of flood areas <br /> Aloha, Councilpersons: <br /> First, I would like to thank and congratulate Councilwoman Ford for taking the lead on <br /> this issue which is critical to public health and safety as well as environmental <br /> integrity. And her willingness to fight for this legislation while being able to listen <br /> and compromise with those interested in this issue from various angles is laudable. <br /> I have an ag-based business in Holuoloa. I have seen first-hand what happens when the land <br /> is graded willy-Hilly, when rain carries soil from land that is overly bulldozed, and what <br /> a subdivision created by those who have no knowledge or care for natural forces can do to <br /> that land as well as the connected ecosystems (which includes nearshore reefs affected by <br /> runoff). <br /> One look no further than the runoff debacles (especially ocean degradation) created by <br /> Hokulia over the last several years to see what can happen when steep, intact land is re- <br /> arranged by bulldozers. <br /> This bill represents a well-thought out, well-intentioned, akamai plan that will better <br /> insure that important federal laws are fol:_owed that will help prevent loss to life and <br /> property when land is bulldozed and graded. <br /> This legislation should be embraced by all of those people interested in maintaining <br /> public safety and environmental integrity while fairly and intelligently using their land. <br /> Mahalo for your consideration of my views on this matter. <br /> e• <br /> Best regards, <br /> Janice Palma-Glennie <br /> PO Sox 4849 ~ <br /> Kailua-Kona, HI 96795 ~ ~ <br /> :J <br /> O <br /> Comm.
