Arakaki, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> individual wastewater disposal system for each lot meeting the requirements of the <br /> Department of Health. <br /> The project site is comprised of soils identified as Kaimu, extremely stony peat. <br /> The Kaimu series consists of thin well-drained organic soils over a'a lava on Mauna <br /> Loa. In a representative profile, the surface layer is very dark brown, extremely stony <br /> peat about 3 inches thick. Permeability is moderately rapid, runoff is slow and erosion <br /> hazard is slight. Elevation is approximately 1,200 feet above mean sea level. The soil <br /> is appropriate for pasture, macadamia nuts, papaya and citrus fruits. Due to the <br /> shallow, rocky soils and grid climate, the soils are suitable for mainly pasture. Soils <br /> within the subject property have been classified as "E" (Poor) for agricultural <br /> productivity by the Land Study Bureau's Detailed Land Classification System. Finally, <br /> soils within the subject property are "unclassified" by the ALISH system. <br /> Based on the above findings, approval of the Change of Zone request from <br /> Agricultural-1 acre (A-la) to Single Family Residential (RS-10) zoned district would <br /> result in an appropriate land use pattern that will further the public necessity and <br /> convenience and the general welfare. <br /> For your favorable consideration, an amendment to Section 25-8-3, the North Kona Zone <br /> Map, of the County Zoning Code is transmitted. <br /> We are enclosing a copy of the application and a copy of the staff background for your <br /> information. <br /> Sincerely, <br /> C~~; <br /> C~evin M.
