Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> The proposed change of zone request would further the County's goals of <br /> providing an economic envirotvnent which allows new or existing businesses to expand <br /> and diversify the County's economic base, and thereby also increase the choice of <br /> occupations. The project's low-scale design makes it compatible with the surrounding <br /> environment with minimal social impact. <br /> The proposed request would be consistent with the following goals and policies <br /> of [he General Plan Economic Element. <br /> Economic Element <br /> * Provide residents with opportunities to improve their quality of life. <br /> * Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> * The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> * The County shall provide an economic environment which allows new, <br /> expanded, or improved economic opportunities that are compatible with the <br /> County's natural and social envirorunent. <br /> * The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> * The County of Hawaii shall encourage the development of a visitor industry <br /> which is consistent with the social, physical and economic goals of the residents <br /> of [he County. <br /> The applicant's objective is to continue the existing commercial uses on the <br /> subject property. Based upon the archives collection of the Kona Historical Society, <br /> organization records, livestock production and sales records indicate that the <br /> commercial uses at the present site have been in existence since 1912. There are four <br /> existing structures on the property: the Kona Meat Market, operated by Kona <br /> Specialty Meats, the Greenwell Farms coffee roasting facility that is located in the old <br /> dairy building; and two single story office structures that are used by Greenwell Farms. <br /> These businesses have been in operation since 1912, prior to the adoption of the <br /> Zoning Code and continue to operate as nonconforming uses. <br /> <br />
