Yamashiro per Communication No. 647, dated December 16, 1997, regazding the change of <br /> zone request by Kalulcalu Properties at Kealakekua, South Kona, Hawaii, TMK: 8-1-4: Portion <br /> 52, reports as follows: <br /> Bill No. 185 amends Section 25-8-4 (South Kona Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) by changing the district classification for approximately 2.005 acres of land from a Single <br /> Family Residential (RS-15) to a Village Commercial (CV-7.5) zoned district. <br /> The subject property is located on the west side of Mamalahoa Highway adjacent to the Kona <br /> Historical Society in Kealakekua, and is owned in fee by the applicant. The subject property has <br /> a total area of 7.935 acres of which 2.005 acres is proposed for reclassification. The rectangulaz <br /> shaped property houses four structures: the Kona Meat Mazket, the Greenwell Fazms coffee <br /> roasting facility which is located in the old dairy building and two single-story office structures <br /> which are used by Greenwell Farms. The purpose of this application is to change the zoning to <br /> legitimize the existing commercial uses on the mauka portion of the property. <br /> The balance of the property will be subdivided from the commercial property and continue to be <br /> zoned Agricultural five-acre (A-5a) to accommodate the existing agricultural uses on that portion <br /> of the property. <br /> The applicant plans to lease one of the existing office structures in the commercial zone to the <br /> adjacent Kona Historical society for exhibit space. The existing meat processing facility and <br /> market will continue to be operated for those purposes by Kona Specialty Meats. Greenwell <br /> Fazms will continue to use the old dairy building as the roasting facility for coffee crops. <br /> Access to the subject property is off Mamalahoa Highway, which has aright-of--way width of 60 <br /> feet with 20 feet of pavement. <br /> Water is provided to the subject property by a 1 1/2 inch meter that fronts the site. Wastewater is <br /> presently directed into existing cesspools, and will continue as such because the Department of <br /> Health did not indicate any environmental health concerns. <br /> Adjacent properties to the subject property are zoned RS-I5, and A-Sa for single family <br /> residential, coffee and agricultural uses. <br /> Soils within the subject property have been classified as "B" (Good) for agricultural productivity <br /> by the Land Study Bureau's Detailed Land Classification System, and "unique" by the <br /> <br />
