Mtr os x~ <br /> 16i#~ <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> r <br /> RESOLUTION NO. 299 0'7 <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br /> <br /> AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY <br /> GENERAL, PURSUANT TO HRS 46-7, FOR A SEXUAL ASSAULT FORENSIC <br /> EXAMINER (SAFE) STANDBY PAY GRANT FOR THE HAWAII COUNTY POLICE <br /> DEPARTMENT <br /> WHEREAS, the State of Hawaii Department of the Attorney General, Crime Prevention and <br /> Justice Assistance Division has authorized funding for standby pay for the Hawaii County Police <br /> Department's Sexual Assault Forensic Examiner (SAFE) personnel; and <br /> WHEREAS, the SAFE personnel are called upon to conduct exams on victims of sexual <br /> assault in assisting the department's Sex Crimes Units, which are responsible to investigate all sexual <br /> assaults and difficult abuse cases; and <br /> WHEREAS, SAFE personnel also perform forensic examinations and evidence collection of <br /> female homicide victims and domestic violence victims where sexual assault is also suspected; and <br /> WHEREAS, SAFE nurses have been put on standby status, which means they must respond <br /> when called to conduct an examination at any time of the day or week, and are not compensated for <br /> it; and <br /> WHEREAS, standby pay, which compensates the nurses who are on standby status, is <br /> needed to attract and retain SAFE nurses; and <br /> WHEREAS, the goal of the SAFE project is to improve Hawaii County's response to violent <br /> sex crimes, physical abuse and crimes of violence against women; and <br /> WHEREAS, providing standby pay will help improve forensic examination services provided to <br /> the victims of sexual assault island-wide in a timely manner; and <br /> WHEREAS, the funds provided by the State of Hawaii Department of the Attorney General are <br /> derived from grants provided by the federal government; and <br /> <br />
