WHEREAS, Agency has reviewed Grantee's application <br /> for funds, and is satisfied that all of the requirements of the <br /> Act and its implementing regulations have been satisfied and <br /> that Grantee is capable of using the federal funds requested <br /> appropriately; <br /> WHEREAS, Grantee has demonstrated the capacity to <br /> provide the services, programs and activities described herein <br /> and is ready, willing and able to provide the required <br /> services, programs and activities; <br /> NOW THEREFORE, Agency and Grantee for and in <br /> consideration of the covenants, conditions, agreements, and <br /> stipulations hereinafter expressed, do mutually agree as <br /> follows: <br /> A.
