I would like to thank the Council, and especially Ms. Ford and Mr. Hoffmann, for their hard <br /> work to try to develop a measure that will make a real difference and will mitigate some of the <br /> problems that have led to flooding situations in the past. I also would like to apologize that the <br /> County administration was not initially as receptive or helpful in these efforts as we should have <br /> been. <br /> Over the last two months, the Department of Public Works has had numerous meetings with Council <br /> members and professionals to craft a bill that will not only satisfy the federal requirements so that <br /> Hawaii County remains eligible for the national flood insurance program, but will also include <br /> some of the provisions sought by Council members. <br /> No matter what Bi1151 or the new Bill 151 ends up containing, I would like to state on the record <br /> that my administration is committed to the cooperative and collaborative process we have used the <br /> last two months for Bill 51, which is working with the Council and using the expertise of our experts <br /> in the areas of engineering and other professions to help the Council prepare appropriate and <br /> effective measures that will address issues of concern to the people of our island home. <br /> We look forward to working with you. <br /> Al a, q~ <br /> Harry <br /> Ki~l/, <br /> MAYOR Comm.
