Then too, I would also like to praise <br /> Councilman Dominic Yagong for his courageous foresight in taking necessary steps <br /> towazd effecting the composition of the County Council. That resolution on his part has <br /> in my opinion resulted in a reasonable and functional group of dedicated and elected <br /> legislative assembly. <br /> Many of us (who were born and raised on the Big Island) have been apprised of <br /> various azguments, differences of opinions and partial decisions relating to the issue of <br /> the County of Hawaii purchasing 150-acres of Punaluu Black Sand Beach for a County <br /> Pazk. However, in the recent past the Council members also discussed the subject of <br /> instituting a reasonable set-back from the ocean frontage, where no buildings (whether <br /> hotels, condominiums, or commercial structures) could be constructed and utilized. <br /> As a former County Planning Commission, chairman (1968-70) I visualized the <br /> special advantages in pursuing the foregoing action, i.e., if the County Council can <br /> legally establish an ordinance, where the set-back for a regional and unique Punaluu <br /> Pazk, one that would establish a 2,500-foot set-back distance from Punaluu Bay and <br /> incorporate the 150 acres of land (that the Council had been discussing) that action <br /> would save our taxpayers millions of dollazs. Furthermore, it would also save millions <br /> more continuous expenditures by our County and relating to park maintenance, <br /> insurance fees, salaries, etc. Then too, this transaction could be based upon the pazk- <br /> site's historic qualifications - as being the only adequate and acceptable beach pazk in <br /> the entire Kau District.
