Hawaii Leeward Planning Conference <br /> In Consideration of Bill No. 318 <br /> 30 April 2007 <br /> Page Two of Two <br /> Such review would facilitate development of collaborative and long-term responses based upon sound planning <br /> practices and principles versus divisive and short-sighted reactions. HLPC strongly endorses response-based <br /> policy making that builds upon a foundation of vision and desired outcomes that allows maximization of private <br /> and public sector resources. On the other hand, HLPC is opposed to reaction-based policy making that may <br /> serve as a "calming technique" for the immediate future however, may inadvertently unleash consequences with <br /> long-term negative impacts. <br /> HLPC is very interested in working with the County to develop and implement along-term strategy for <br /> infrastructure; is committed to working with the Council and administration to develop a "toolbox" of initiatives <br /> on a wider spectrum that considers all of the factors that are related to our long-term planning needs; and thanks <br /> <br /> you for your leadership in finding and executing a responsible solution to our infrastructure challenges. <br /> Mahalo for allowing this opportunity to express our views on this matter. <br /> Respectfully submitted, <br /> Jacqui L.
