It is our understanding that the provisions of Bill 51 pertain <br /> to areas that are considered to be special flood hazards as defined in Chapter 27, <br /> Flood Control, County of Hawaii Ordinance. <br /> HHFDC does not have any objections to the intent of Bill 51 as it pertains to the <br /> protection of the public in high risk areas of flooding. <br /> HHFDC does have some concern that if Bill 51 is extended to apply to areas of low risk <br /> for flooding, such as Zones B, C, and X, or in Zone D where flood studies have not <br /> been conducted, which we believe are not subject to Chapter 27, we would then ask the <br /> Council to reconsider and deny the passage of such a bill that would impact the <br /> construction of affordable housing by limiting the impermeable areas to 40 percent of lot <br /> size which reduces the number of units per acre of development as well as constrain <br /> any new development with excessive drainage improvements. <br /> Thank you for the opportunity to comment. <br /> Should you have any questions, please contact Karen Seddon at 587-0527. <br /> Sincerely, <br /> Orlando 'Dan' Davidson <br /> Executive Director Comm; 1~f0. ~5 l <br /> Ref.
