What applies to Kona, does not apply to Hilo or Ka'u. <br /> 1 am deeply concerned about the impact this legislation will have on agricultural and <br /> ecanarnic development of Ka'u and could likely stymie some recent gains. The net effect <br /> will be to increase the cost of affordable housing, futlher encouraging sprawl, and <br /> moving away from sustainability by forcing folks to work long distances from where they <br /> wark. <br /> W ithaut adequate funding for enforcement, this new legislation does not offer any <br /> additianal "teeth" beyond existing legislation.
