Ford <br /> Council Member _ <br /> SUBJECT: Transmitting An Ordinance Amending Chapter 27, Flood Control, Hawaii <br /> County Code 1983 (2005 Edition, as amended), Relating to Floodplains and Other <br /> Flood Hazard Areas. <br /> Submitted for your consideration is a bill to amend chapter 27 of the Hawaii County Code, <br /> relating to flood control. This bill is one of the products of a series of discussions between <br /> administration staff and me relating to addressing the issue of flood control in our County. <br /> Participants in the discussion included Director Bruce McClure and Deputy Director Jiro <br /> Sumada of the Department of Public Works, Deputy Director Brad Kurokawa from the Planning <br /> Department, staff from those two departments as well as from the County Clerk's office, and me. <br /> This new bill reflects our efforts to satisfy the minimum National Flood Insurance Program <br /> (NFIP) requirements and includes additional changes to chapter 27 as well. <br /> These changes include: <br /> 1. Color highlighting to indicate NFIP minimum requirements (blue) and increased standards <br /> (yellow) <br /> 2. Additional purpose statements <br /> 3. Control relocation of watercourses <br /> 4. Chapter applicability to Zone X (shaded and not shaded) <br /> 5. New definitions and changes to definitions <br /> 6. Hawaii State licensing of contractors, engineers, and architect with regard to this Chapter <br /> 7. Increased number of years for substantial improvements <br /> 8.
