Mtn or <br /> - <br /> COUNTY OF HAWAII "w°• STATE OF HAWAII <br /> '1j•~m N~~' <br /> RESOLUTION NO. 332 0'7 <br /> <br /> RESOLUTION REQUESTING MAYOR HARRY KIM TO EXPAND, CLEAR, <br /> <br /> BEAUTIFY AND IMPROVE GILBERT CARVALHO PARK. <br /> WHEREAS, for decades, Gilbert Carvalho Park located in the District of South Hilo, has <br /> been and continues to be an excellent venue for a variety of youth and adult softball, baseball, <br /> basketball and volleyball leagues; and <br /> WHEREAS, the gymnasium component of the park sponsors numerous youth and adult <br /> leagues, community activities and programs; and <br /> WHEREAS, the park pavilion plays host to a myriad of community and kumiai <br /> functions for various clubs, associations, neighborhoods and communities throughout the county; <br /> and <br /> WHEREAS, the current allotted space for the Gilbert Carvalho Park is insufficient for <br /> the multitude of users who frequent the park on a daily basis; and <br /> WHEREAS, on May 26, 1999, Executive Order No. 3773 and Executive Order No. 3774 <br /> were signed by Governor Ben Cayetano; and <br /> WHEREAS, Executive Order No. 3774 set aside for the county the 15.789 acres of land <br /> comprising the existing Gilbert Carvalho Park; and <br /> WHEREAS, Executive Order No. 3773 set aside for the county an additiona124.947 <br /> acres of land that is situated adjacent to the existing park site; and <br /> WHEREAS, in recent years, public safety has become an issue due to lack of sufficient <br /> and safe parking and the unsafe and unhealthy enviromnent caused by overgrowth of trees, <br /> plants and other vegetation; and <br /> WHEREAS, the area surrounding the park has become overgrown with trees and plants <br /> and other vegetation, thus creating a haven for vermin, the homeless, and multiple illegal <br /> activities; and <br /> WHEREAS, there have been numerous requests from park users and members of the <br /> surrounding neighborhoods and communities to clear away the under and over-growth to expand <br /> and improve parking opportunities and park facilities; and <br /> <br />
