Angel Pilago, Council Member~~ <br /> RE: An Ordinance to Initiate a Charter Amendment to Article V I, Chapter 4, of the <br /> Hawaii County Charter (2000), Establishing Windwazd and Leeward Planning <br /> Commissions <br /> Transmitted herewith is an Ordinance to Initiate a Charter Amendment establishing a Windward <br /> and a Leeward Planning Commission based upon judicial district boundaries and demarcated in <br /> §4-1(1), Haw. Rev. Stat. Historically, because judicial districts are less likely to change as could <br /> Council districts through reapportionment, implementing the concept of a windwazd planning <br /> commission and a leeward planning commission based upon judicial districts assure <br /> jurisdictional continuity in assessing and planning for future growth, services and infrastructure <br /> needs. <br /> The Ordinance proposes the following amendments to Article VI, chapter 4, Hawaii County <br /> Charter (2000): <br /> 1. Adds references to a windward and a leewazd planning commission to section 6-4.1, <br /> relating to Organization. <br /> 2. Adds references to the windward and leeward planning commission to section 6-4.2, <br /> relating to Planning Director, and renumbers paragraphs. <br /> 3. Repeals section 6-4.3. <br /> 4. Adds a new section 6-4.3 (Windwazd Planning Commission) <br /> 5. Adds a new section 6-4-4 (Leeward Planning Commission) <br /> 6.
