Alternatives that were considered in lieu of new position. (Have technological <br /> changes been considered?) <br /> Ironically, the technological changes involved in our Records Management System <br /> (RMS), FRESH payroll system, and emails, have actually increased the workload and <br /> responsibilities of the sworn supervisors. Both sections have submitted requests to <br /> create additional clerical positions for their programs in the past, but these positions <br /> were not high enough on our departmental list to be granted. Therefore, we felt that <br /> this is the most cost effective way of using the funds of the Recreation Director's <br /> vacancy. <br /> Manual input of computer data information will be required in this new position, <br /> irrespective of the technological changes taking place within the department. <br /> 5. Why were manpower needs not planned through budgetary process? <br /> Although this request is not being made during the budgetary process, as the funds <br /> are currently available in the department, it would result in acost-savings. <br /> 6.
