Can new duties be assigned to existing positions or handled in other way such as <br /> short term contracts, etc. <br /> No, these are new duties and current staffing is not available to work at the different <br /> facilities in the South Hilo and Kona districts. The legal settlement has ended our <br /> ability to use contracts for this type work. <br /> <br /> 3. How will new position increase the efficiency/effectiveness of operations?
