ITEM OF IMPORTANT CONCERN <br /> RECENTLY, CONSTRUCTION WAS MADE FOR <br /> THE WHEELCHAIR HANDICAP, ESPECIALLY, <br /> VETERANS OF A MACADAM LANE FROM THE <br /> AREA CALLED "ARC OF HILO" TO THE <br /> BRIDGE ENTERING RAINBOW DRIVE. <br /> WHILE I COMPLIMENT THOSE WHO HAD <br /> THE VISION FOR THIS PROJECT UNDER THE <br /> "ADA" FUNDING AND PROGRAM. <br /> WHILE TRAVELLING ON THAT AREA, I <br /> NOT?CE A HANDICAP WHEELCHAIR PERSON <br /> USING THE LANE. TWO THINGS HAPPENED <br /> THAT ME VERY AWARE THAT WITH THE PRESENT <br /> TYPE OF CONSTRUCTION, THERE IS LITTLE <br /> PROTECTION FOR THESE PEOPLE, AS THE <br /> MOTORIST AHEAT' OF MF WAS FORCED TO <br /> prrLL TO THE LANE BECAT7E THE ONCOMING <br /> MOTORIST WAS nRI~SING T00_PAST AND IN: <br /> <br /> " "FaRMS WAY" TO THE MOTORIST AHEAD Or' ME <br /> AAT1> THE HANDICAP. <br /> I PERSONALLY PRESENTED THIS INCIDENT TO <br /> THE PUBLIC WORKS DEPARTMENT. I SUGGESTED <br /> THAT MACADAM PROTECTORS BE LAID PARALELL <br /> TO THE LANE. THEY WOULII NOT_ACCEPT', THIS <br /> - <br /> "IDEA", STATING THAT THE STATUTES STATES <br /> THAT TYPE OF PROTECTION WOULD THEN BECOME <br /> A SIDEWALK. SOMEHOW, I DO NOT AGREE WITH <br /> THEIR METHOD OF DELINEATORS. "AN OUNCE <br /> OF PROTECTION IS WORTH A POUND OF CURE". <br /> THIS LANE STOPS AT THE ENTRANCE TO THE <br /> BRIDGE WITH NO LANE TO CONTINUE ON. <br /> ANOTHER NOTE OF CONCERN IS THAT AFTER THE <br /> VETERANS CARE HOME IS OPERABLE, MANY OF <br /> ^pF,HANDICAP VETERANS WITH WHEELCHAIR WOULD <br /> LIKF TO GO ON THIS MACADAM LANE TO THE PARg, <br /> THINK ABOUT IT, WE OWE TO THEM FOR THEIR <br /> SAFETY. <br /> <br />
