The application and the technical and <br /> scientific data shall be submitted to and for the approval of <br /> the Federal Emergency Management Agency. Such a <br /> submission is necessary so that upon completion of those <br /> physical changes affecting flooding conditions, risk premium <br /> rates and floodplain management re uirements will be based <br /> upon current data.
