SECTION 10 of bill 151 D2 Amends section 27-12, HCC <br /> A) Page 19 Subsection 27-17(a) was amended as follows: <br /> "(al Special flood hazard areas. <br /> Pre-construction and post-construction certification of elevation and <br /> floodproofing of new construction, improvements to repetitive loss <br /> structures, development, and substantial improvements within azeas of <br /> special flood hazards and buffer zones shall be submitted to the director of <br /> public works and shall be maintained as a matter of public record...." <br /> (The rest ofsubsection (a) remains as amended by bill ISl D2.) <br /> B) Page 20 Subsection 27-17(b) was amended as follows: <br /> "(b) Other areas: Zone X (shaded [a~uns#~xdeFl]Z <br /> Approval of the certificate of occupancy shall include a completed elevation <br /> certificate provided by the department of public works. The certification <br /> shall be completed by the propertyowner, land surveyor, civil engineer, or <br /> architect currently licensed in the State of Hawaii. The certification shall be <br /> based on actual construction." <br /> 5. Pages 20-25 SECTION 11 (Amends section 27-18) <br /> Bill 151 D2 was changed by amending section 27-18 as follows: <br /> "Section 27-18. Standards for construction. <br /> (a) Special flood hazard areas. <br /> Standards for construction within areas of special flood hazards aze established <br /> as follows: <br /> [(-a)] ~ Anchoring. <br /> [f-1~] ~ New construction, improvements to repetitive loss <br /> structures and substantial improvements shall be <br /> adequately anchored to resist flotation, collapse or lateral <br /> movement of the structure resulting from hydrodynamic <br /> and hydrostatic loads, including the effects of buoyancy. <br /> All manufactured homes, including mobile homes, shall <br /> meet all standards for structures. <br /> ~ Construction materials and methods. <br /> [(-1-j] ~ New construction, improvements to repetitive loss <br /> structures, and substantial improvement shall be <br /> constructed with materials and utility equipment resistant <br /> to flood damage. <br /> <br />
