<br /> November 6, 2007 <br /> Page 7 <br /> ~ New construction, improvements to repetitive loss <br /> structures, and substantial improvement shall be <br /> constructed using methods and practices that minimize <br /> flood damage. <br /> [(3~] New construction, improvements to repetitive loss <br /> structures, and substantial improvement shall be designed <br /> and constructed with electrical, heating, ventilation, <br /> plumbing, air-conditioning equipment, and other service <br /> facilities including, but not limited to, furnaces, heat <br /> pumps, hot water heaters, washers, dryers, elevator lift <br /> equipment, electrical junction boxes, circuit breaker <br /> boxes, and food freezers that are located above the base <br /> flood elevation. <br /> [(-0~] D~ Within Zones V and VE, new construction, improvements <br /> to repetitive loss structures, and substantial improvements <br /> shall comply with the standards of section 27-23. <br /> Recreational vehicles placed on sites within Zones AH <br /> and AE on the FIRM shall be elevated and anchored or be <br /> on the site for less than one hundred eighty consecutive <br /> days or be fully licensed and highway ready. <br /> Within special flood hazard areas where the grade <br /> between the highest and lowest elevations of the <br /> natural ground surface prior to construction exceeds <br /> ten percent, creation of impermeable surfaces will be <br /> limited to no more than forty percent of the total land <br /> within the special flood hazard area. This section shall <br /> not be applied when drainage disposal improvements <br /> are provided in accordance with a paragraph 27-26(b) <br /> or if proposed impermeable surfaces are being <br /> constructed according to a Conditional Letter of Map <br /> Revision (CLOMR) approved by the Federal <br /> Emergency Management Agency. All new <br /> construction shall comply with all other applicable <br /> provisions of this section. This provision, i.e. <br /> paragraph 27-18(a)(2)(F), upon approval of this <br /> ordinance, shall take effect on [j June 1, <br /> 2008. <br /> [Fillieg.] Encroachments. <br /> Within a floodway, [fylling] encroachments (including <br /> filll, new construction, improvements to repetitive loss <br /> structures, substantial improvements, and other <br /> developments, shall be prohibited unless certified by a <br /> professional civil engineer [registered] licensed in the <br /> <br />
