If the lowest floor is ['-~loTt;,e <br /> to be completely floodproofed, then a currently <br /> licensed professional engineer or architect in the <br /> State of Hawaii shall develop and/or review <br /> structural design, specifications and plans for <br /> construction and shall certify that the design and <br /> methods of construction are in accordance with <br /> accepted standards of practice for the structure <br /> together with attendant utility and sanitary facilities[, <br /> ] such that:.. . <br /> <br /> Page 20 27-18(d)(5) ~ Buffer zones: Areas bordering and within 50 feet <br /> of a special flood hazard areas with base flood <br /> elevations, depth numbers specified in feet on the <br /> FIRM or other areas that have been studied and <br /> identified with base flood elevations or depth <br /> numbers. <br /> For residential new construction <br /> improvements to repetitive loss Structures, <br /> and substantial improvements, the lowest <br /> floor shall be elevated to the bordering base <br /> flood elevation or depth number plus a <br /> freeboard of at least one foot. <br /> For nonresidential new construction, <br /> improvements to repetitive loss structures, <br /> and substantial improvements, the lowest <br /> floor shall be elevated or floodproofed to <br /> the bordering base flood elevation or depth <br /> number plus a freeboard of at least one <br /> foot.
