Pete Hoffmann, Chair and <br /> Members of the Hawaii County Council <br /> October 29, 2007 <br /> Page 14 <br /> methods of construction are in accordance <br /> with accepted standards of practice for the <br /> structure together with attendant utility <br /> and sanitary facilities such that: <br /> The structure is watertight below the <br /> bordering base flood elevation or <br /> depth number plus the required <br /> freeboard. <br /> ii The walls are substantially <br /> impermeable to the passage of water. <br /> iii The structural components are <br /> capable of resisting hydrostatic and <br /> hydrodynamic loads and the effects of <br /> buoyancy. <br /> New construction, improvements to <br /> repetitive loss structures, and substantial <br /> improvements, shall be required to provide <br /> a drainage path around and away from <br /> proposed structures. <br /> When topographical or ground elevation <br /> data, submitted by a civil engineer or land <br /> surveyor currently licensed in the State of <br /> Hawaii, shows that the proposed building <br /> site is higher than the elevation <br /> requirements of paragraph 27-18(d)(5)(A) <br /> and 27-18(dN5)(B), the flood plain <br /> regulations of this chapter shall not be <br /> applicable. <br /> <br /> Page 21 27-18(e) (e) Certification requirements.
