<br /> <br /> <br /> <br /> <br /> <br /> Pete Hoffinann, Chairman <br /> <br /> and Members of the County Council <br /> Page 3 <br /> <br /> Land Use Element: <br /> <br /> • Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> <br /> • Zone urban- and rural-types of uses in areas with ease of access to community <br /> services and employment centers and with adequate public utilities and facilities. <br /> <br /> • Allocate appropriate requested zoning in accordance with the existing or projected <br /> needs of neighborhood, community, region and County. <br /> <br /> • Encourage the development and maintenance of communities meeting the needs <br /> of its residents in balance with the physical and social environment. <br /> <br /> Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with adjacent <br /> zoned uses, availability of public services and utilities, access and public need. <br /> <br /> Commercial Element: <br /> <br /> • Provide for commercial developments that maximize convenience to users. <br /> <br /> • Distribution of commercial areas shall meet the demands of neighborhood, <br /> community and regional needs. <br /> <br /> The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> <br /> The proposed change of zone is located in an area designated in the General Plan <br /> to allow neighborhood commercial zoning and village commercial uses. The proposed <br /> change of zone compliments the projected commercial needs of residents within this <br /> <br /> vicinity of South Hilo. <br /> <br /> Additionally, within the General Plan a Course of Action for commercial <br /> development within the South Hilo District recommends that "Within the Waiakea <br /> Houselots "medium density" area, commercial development shall be focused on the <br /> major streets ---Kekuanaoa, Piilani, Manono, and Lanikaula, while the interior blocks <br />
