This <br /> area of the Waiakea Houselots is in transition from residential to commercial uses. <br /> <br /> The proposed rezoning action conforms to the LUPAG Map which designates the <br /> area for Medium Density Urban Development. The Land Use Pattern Allocation Guide <br /> (LUPAG) Map component of the General Plan represents the document's goals, policies, <br /> standards and courses of action to guide the coordinated growth and development of the <br /> County. It reflects a graphic depiction of the spatial relationships among various land <br /> uses and the expressed policy statements of the document itself. The LUPAG Map, in <br /> essence, establishes the basic land use pattern for areas within the County. This area is <br /> designated as Medium Density Urban, which may allow village and neighborhood <br /> commercial and single family and multiple family residential and related functions <br /> (multiply family residential - up to 35 units per acre). The proposed site would be <br /> suitable and allow for Neighborhood Commercial uses. The applicant is requesting the <br /> change of zone to allow commercial uses on the property. The rezoning reclassification <br /> would be a reasonable expansion of commercial activities associated with this <br /> designation and the existing commercial uses in the area. <br /> <br /> The property is situated within close proximity to commercial areas, employment <br /> centers and public safety services. There are several commercial and employment centers <br /> located within one or two miles from the subject property. These include the Waiakea <br /> Center, the Prince Kuhio Mall, Hilo Shopping Center and businesses along E. Lanikaula <br /> Street, Kawili Street, Makaala Street, Holomua Street, Wiwoole Street, Manono Street <br /> and Piilani Street. <br /> <br /> Public safety services within the area include the Hilo Central Fire Station located <br /> on Kinoole Street, the Police Headquarters located on Kapiolani Street, and the Hilo <br /> Medical Center located approximately 3 miles from the property. <br /> <br /> Surrounding properties are zoned RS-10 and CN-20. Uses consist of vacant lots, <br /> existing single family dwellings and several businesses. The nearest dwelling is on the <br /> adjacent property to the south, which is also the location of the Atebara Potato Chip <br /> Factory. On the adjacent property to the north and east are two properties zoned CN-20, <br /> which are owned by the applicant. Further north are single-family dwellings and the <br /> commercial area on the corner of Manono Street and Piilani Street, which includes <br /> Manono Mini Mart and Freddy's Restaurant.
