The applicants were Kathy Tripp and the <br /> Hirayama Brothers. <br /> <br /> The proposed change of zone would, therefore, complement the existing <br /> <br /> commercial land uses, be consistent with the transition from residential to commercial <br /> occurring in the immediate vicinity and provide for an orderly commercial development <br /> of the area. <br /> <br /> The property is located within an area adequately served with essential services <br /> and facilities such as water, sewer, transportation systems and other utilities. County <br /> water and the County's sewer system is available to the property. The applicant will be <br /> required to prepare a Solid Waste Management Plan and submit it to the Department of <br /> Environmental Management for its review and approval. All other essential utilities and <br /> services are available to the property. <br /> <br /> As the request is a change from a Residential (RS-10) zoned district to a <br /> Commercial (CN-20) zoned district, various requirements are being imposed in order to <br /> bring the existing infrastructure up to commercial standards. A paved driveway and <br /> parking area shall be installed for the commercial uses. Further, to mitigate any potential <br /> noise and visual impacts to adjacent neighbors, a landscaping buffer shall be provided in <br /> accordance with the Planning Department's Rule 17 and Plan Approval requirements. <br /> This mitigation measure will ensure that any proposed commercial uses fit into the locale <br /> with minimal intrusion while providing the desired services. <br /> <br /> Existing access to the property is from Marino Street, which has a 50-foot wide <br /> right-of-way with 20 to 22-foot wide pavement and paved shoulders. According to the <br /> City of Hilo Zone Map, Manono Street is proposed to be increased to a 60-foot wide <br /> right-of-way and, therefore, the applicant will be required to provide a 5-foot wide future <br /> road-widening strip along the Manono Street frontage of the property. The applicant will <br /> be required to provide full improvements to the entire frontage along Manono Street <br /> consisting of, but not limited to, pavement widening with concrete curb, gutter and <br /> sidewalk, drainage improvements, and any required utility relocation. Additionally, the <br /> applicant will be limited to access Manono Street from a single location. As a result of <br /> the proposed new roadway improvements, any increase in traffic at the site generated by <br /> commercial uses can be accommodated. <br />
