• Attended the National Lifesaver Conference, Traffic Records Forum, and Statewide Traffic
Commanders Meetings.
~,.v.
Narrative
Our enforcement goal of increasing OVUII arrest in East Hawaii by 5% to 475 was surpassed
with a total of 574 arrests in Hilo and Puna. However, the goal of 40 roadblocks was not
attained. We did l6 roadblock projects with grant funds in Hilo and Puna this fiscal year.
Over 2,000 vehicles were screened during the holiday period in Hilo and Puna utilizing grant funds.
Seven of eight performance indicators (strategies) for grant funded projects were attained.
• Arrests for impaired driving and other violations, and citations issued were all attained.
• Attendance to the National Traffic Records Forum to improve electronic data capture, and
distribution of traffic records was attained. Attendance at Statewide Traffic Commanders
meetings was attained.
• Attended the Lifesaver's National Conference on Highway Safety Priorities. The
department's Drug Recognition Expert (DRE) Coordinator attended the National Drug
Recognition Expert's Conference in Las Vegas, along with another DRE Officer.
• The Intoxilyzer 8000 is being tested and used in the field by the Traffic Enforcement Unit.
Procedures for their use are being written.
• The number of sobriety checkpoints conducted was the only strategy not attained. The total
number of vehicles screened fell short of our goal of 20,000. There were 7,638 vehicles
screened with grant funds and 9,400 vehicle screened on non-funded projects, bringing the
total of vehicles screened to 17,028.
Overall, our enforcement, deterrent and educational efforts resulted in 1,275 arrests for
impaired driving on the big Island for the 2006 calendar year. In addition, 151 arrests for
impaired driving under the age of 21 were made. This is an increase in comparison to 2005
with 1,069 arrests and 111 under 21.
Refer to The Safety Coordinator's Report for additional photos media releases and
educational events pertaining to Impaired Driving Enforcement and Education on the Brg
Island.

~rr
