SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> <br /> ~ QUARTERLY/FINAL REPORT <br /> PROJECT TITLE: HCPD SPEED ENFORCEMENT PROJECT/ SC07-06 (O1-H-02) <br /> Priority Area: I Area: Speeding <br /> The goal of this project is to reduce the number of motor vehicle collisions resulting in <br /> fatalities caused by speeding drivers and to enforce speeding laws by: <br /> 1. Conduct approximately I50 highly visible speed checkpoints and unmarked <br /> inconspicuous patrol, specifically in locations known for excessive speed violations, <br /> aggressive driving, and locations of recent fatal crashes. These to include Routes <br /> 130, 19, 11 and Queen Kaauhumanu Highway. <br /> 2. Enforcement operations targeting street or "Outlaw" racing will be conducted in <br /> affected districts and during during late night peak racing times. Operations to <br /> include enforcement of regulatory traffic violations often associated with street <br /> vehicles. <br /> - 3. Issue approximately 1200 citations for speeding. <br /> 4. Issue approximately 500 citations for other violations. <br /> 5. Affect approximately 20 arrests during enforcement efforts for illegal road racing, <br /> warrant violations, and other offenses. <br /> The Statewide Traffic Commanders Coalition has agreed that speed enforcement should <br /> be coordinated statewide. <br /> GRANT PERIOD RESULTS: <br /> (FINAL REPORT) <br /> • Conducted 74 highly visible speed checkpoints island-wide in the fourth <br /> quarter. <br /> Total of 254 grant funded checlpoints conducted during fiscal year. <br /> • Issued 326 citations for speeding violations, 32 citations for seat belt <br /> violations, 15 citations for a child restraint violation, and 275 citations for <br /> other traffic violations in the fourth quarter. <br /> Total of 1,259 speeding, 54 seat belts, 29 child restraint and 803 other <br /> err citations issued during fiscal year on grant funded projects. <br /> <br />
