Mivw~ WW COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 442 07 A RESOLUTION SUPPORTING H.R. 676 THAT WOULD ESTABLISH THE UNITED STATES NATIONAL HEALTH INSURANCE ACT. WHEREAS, H.R. 676, the United States National Health Insurance Act, introduced by Congressman John Conyers, Jr., would establish a unique American universal health insurance program with single-payer financing; and WHEREAS, H.R. 676 would create a publicly financed and privately delivered health care system that improves and expands the already existing Medicare program to all U.S. residents and all residents living in U.S. territories; and WHEREAS, the purpose of H.R. 676 is to ensure that all Americans will have access, guaranteed by law, to the highest quality and most cost effective health care services regardless of their employment, income, or health care status; and WHEREAS, this program would cover all medically necessary services, including primary care, inpatient care, outpatient care, emergency care, prescription drugs, durable medical equipment, hearing services, long-term care, mental health services, dentistry, eye care, chiropractic, and substance abuse treatment; and WHEREAS, patients would have their choice of physicians, providers, hospitals, clinics, and practices; and WHEREAS, this legislation would control skyrocketing health costs while providing coverage for 47 million uninsured and 50 million underinsured Americans; and WHEREAS, under H.R. 676, families and businesses would pay less for health care services, while the nation would pay about the same to provide coverage for all Americans; and WHEREAS, 86 Representatives have signed on as cosponsors of H.R. 676, including both of Hawai`i's Representatives, Neil Abercrombie and Mazie K. Hirono; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawaii County Council urges the United States Congress to pass H.R. 676, the United States National Health Insurance Act; and
