The park's remoteness negatively affects the <br /> response times of Emergency Medical Services personnel. This necessitates the <br /> presence of on-site Water Safety Officers (WSOs) to prevent and/or reduce the <br /> occurrence of injuries as well as to provide medical assistance, if needed. <br /> <br /> <br /> 2. How will new position increase the efficiency/effectiveness of operations? (Use <br /> productivity measurements where possible.): <br /> <br /> Lifeguard emergencies require a minimum of two (2) WSOs to render basic life <br /> support and provide back-up support at any given time. The creation of four (4) <br /> full-time WSO II positions are required to meet the minimum coverage of two (2) <br /> WSOs for a single station (tower) daily, factoring in lost work hours due to in-service <br /> training, days of rest, public holidays, vacations, and sick leave. <br /> <br /> In close proximity is a "small boat" ramp that ranks second in the state for its use as a <br /> launch site for fishing. The area around the ramp and the surrounding Pohoiki Bay is <br /> also popular with swimmers and surfers. Numerous accidents, close-calls, and deaths <br /> have occurred due to the congestion. The placement of a tower with lifeguards will <br /> draw the aquatic crowd away from the congested area to a safer recreational <br /> area. <br />
