BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The Hilo Salvation Army is providing an Agreement for Provision of Services from Act 40 Grant funds they <br /> have received from the State Department of the Attorney General. These funds will assist in making Pahoa <br /> safer by increasing prosecution of criminal cases, reducing criminal activity in the business district and <br /> removing problem offenders from designated areas within the site.
