Give reasons how new duties arose (statutes enacted, ordinances, newly <br /> authorized programs, basis for increased workloads, etc.): <br /> <br /> There has been increasing requests for traffic calming by Council Members and <br /> County Administration. This position will support the Traffic Safety Section's Civil <br /> Engineer in planning, engineering and designing of traffic control devices. <br /> <br /> <br /> 2. Can new duties be assigned to existing positions or handled in other way such as <br /> short term contracts, etc. <br /> <br /> No. The Civil Engineer IV has been responsible for these traffic calming programs in <br /> the past; however with the recent growth of these programs, it is essential to provide <br /> the section with additional support. <br /> <br /> <br /> 3. How will new position increase the efficiency/effectiveness of operations? (Use <br /> productivity measurements where possible.): <br /> <br /> The new position will increase efficiency and effectiveness of the Traffic Division by <br /> conducting plan reviews, general traffic counts for signals, stop sign warrant analysis, <br /> speed hump requests, investigations, drafting, and striping as-builts. These functions <br /> have been performed by various positions within the Traffic Division, in addition to <br /> their regular responsibilities. This new position will allow those that have been <br /> performing these duties to focus back on their priorities. <br />
