The property is <br /> unclassified by the Land Study Bureau's Productivity Rating. The Hilo Community <br /> Development Plan (CDP), adopted in 1975, suggests residential uses in this area. <br /> However, this area is transitioning to higher density commercial type uses. The proposed <br /> change of zone would complement the existing commercial land uses that already exist in <br /> this area and will provide for an orderly development of the area. <br /> <br /> The project site consists of two contiguous parcels. Parcel 25 is approximately <br /> 19,607 square feet in size and improved with a two-story 2,555 square-foot dwelling, <br /> shed and landscaping. Parcel 26, approximately 20,164 square feet in size, is improved <br /> with a one-story 836-square foot dwelling, carport and landscaping. The land uses in the <br /> area are a mix of residential and commercial uses. Immediately adjacent properties, as <br /> well as surrounding properties, are zoned RS-10 and in single-family residential uses. <br /> Big Island Candies is located to the northeast of the project site and zoned CG-20. <br /> <br /> All utilities and services are available to the site. The site plan indicates two <br /> existing entrances along Kekuanaoa Street, which is improved with curb and sidewalk <br /> fronting the project site. Kekuanaoa Street currently has a right-of-way of approximately <br /> 50 feet, including 10-foot wide road widening setbacks fronting both parcels, recorded on <br /> October 26, 1992 and November 10, 1992. Manono Street is approximately 60-foot wide <br /> fronting parcel 25. Hinano Street is approximately 40-foot wide fronting parcel 26. The <br /> Department of Public Works (DPW) recommends improvements to the entire frontage of <br /> Hinano Street consisting of, but not limited to, pavement widening with concrete curb, <br /> gutter and sidewalk, drainage improvements, and any required utility relocation. The <br /> DPW further recommends that the existing hedge on the corner of Kekuanaoa Street and <br /> Manono Street be limited to a height of three feet and a "No Left Turn" sign be installed <br /> at each of the existing driveways along Kekuanaoa Street. <br /> <br /> All essential utilities are available to the project site. The project will connect to <br /> the existing County sewer system. Solid waste will be disposed of by commercial <br /> handlers. <br /> <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", area determined to be outside the 500-year floodplain. All development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. <br />
