BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> When the original appropriation was approved last year for the FEMA funding relating to the 2006 Kiholo <br /> Earthquake, only estimates were available from State Civil Defense and FEMA. Most project amounts are <br /> now known, so we are requesting an increase in the FEMA account.
