<br /> <br /> <br /> <br /> <br /> <br /> of areas endowed with natural beauty by carefully considering the effects of proposed <br /> construction during all land use reviews and not to allow incompatible construction in <br /> <br /> areas of natural beauty, such as this area along Akoni Pule Highway fronting Waiakailio <br /> Bay. <br /> <br /> Lastly, this action to rezone the property from Single-Family Residential (RS-15) <br /> to Residential and Agricultural (RA-5a) would result in a more appropriate zoning for <br /> <br /> this area. The surrounding properties in this area are zoned Agricultural (A-5a), which <br /> includes a 500+ acre property owned by the State of Hawaii to the northwest, seven (7) <br /> <br /> properties to the southeast, makai of the highway, and the properties in the Kohala Ranch <br /> Subdivision across the Akoni Pule Highway. By down-zoning the property to RA-5a, it <br /> <br /> will be easier to preserve the natural beauty of this area and protect the scenic vistas and <br /> view planes from becoming obstructed in this area, than it would be with a zoning that <br /> <br /> allowed a higher density. More specific viewplane controls could be established if an <br /> Special Management Area permit is applied for (Subdivision of the property to 5-acre <br /> lots would still need an SMA permit). The RA-5a zoning is being recommended, rather <br /> <br /> than A-5a, because the property is not within the State Land Use Agricultural district. <br /> Along with this change of zone request, the Planning Director is also initiating the <br /> <br /> revocation of Special Management Area Use Permit No. 379, which was approved to <br /> allow a 50-lot residential subdivision and related improvements on the property. <br /> <br /> Based on the reasons stated above, the Planning Director is recommending that <br /> the Planning Commission send a favorable recommendation to the Hawaii County <br /> <br /> Council to change the zone from RS-15 to RA-5a for this property.
