<br /> <br /> <br /> <br /> <br /> <br /> Beauty element of the General Plan, and the North Kohala community's desire for <br /> preservation along the coastline. <br /> <br /> Resolutions from the State of Hawaii Senate of the Fourteenth Legislature (S.C.R. <br /> No. 179, H.D. 1) and the Senate of the Twenty-First Legislature (S.C.R. No. 146, S.D. 1) <br /> <br /> were passed urging for the retention of view and open space makai of Kawaihae- <br /> Mahukona-Hawi Road from Kawaihae to Upolu Point and for the retention and <br /> <br /> preservation of open space and view planes, historic sites, and traditional access along the <br /> coastline of the North Kohala District. Additionally, these resolutions urge the State and <br /> <br /> County to work collaboratively with the community and residents of Kohala to ensure <br /> that the public view and open space currently existing makai of the Kawaihae-Mahukona- <br /> <br /> Hawi Road be preserved and to develop and implement a plan to protect the open nature <br /> of the Kohala coast, preserve its valuable historic sites, and provide greater awareness <br /> <br /> and appreciation of history and cultural significance of the area for residents and visitors <br /> alike. <br /> <br /> In response to the request for the County to work collaboratively with the <br /> community and residents of Kohala to achieve the above referenced goals, the County <br /> <br /> has begun the process of implementing a community development plan for North Kohala. <br /> The previous community development plan for North Kohala was adopted by the Hawaii <br /> <br /> County Council as Resolution No. 219 86 on November 3, 1986, which designated the <br /> area as Unplanned and encouraged the retention of view planes from major highways, <br /> through comprehensive site design review of developments which may affect the vistas <br /> <br /> along Akoni Pule Highway from Kawaihae to Hawi. <br /> More recently, the Council passed Resolution 44-07, which called for a temporary <br /> <br /> delay in rezoning of agricultural land to lot sizes of less than 20 acres, pending the <br /> adoption of the North Kohala Community Development Plan, or February 22, 2008, <br /> <br /> whichever comes first (A copy of Resolution 44-07 is attached as Planning Department <br /> Exhibit 3). The resolution does not directly affect this property because it refers to <br /> <br /> agricultural land, while this property is in the State Land Use Urban district. The <br /> resolution is, however, further evidence of the interest in protecting open space in North <br /> <br /> Kohala. <br /> <br /> <br /> <br /> <br /> -5- <br />
