BE IT FURTHER RESOLVED that this resolution shall take effect on July 1, 2008. BE IT FURTHER RESOLVED that if any provisions of this resolution or the application thereof to any person or circumstances are held invalid, such invalidity shall not affect other provisions or applications of this resolution which can be given effect without the invalid provision or application, and to this end the provisions of this resolution are declared to be severable.
