<br /> <br /> <br /> <br /> <br /> <br /> Although many violations take place during the "peak" traffic hours <br /> law enforcement recognizes that there are also offenders throughout the <br /> day and the proposed aggressive driving project will encompass varying <br /> hours of the day. <br /> <br /> <br /> Speed is a consistent factor as one of the combinations of moving <br /> <br /> offenses involved in aggressive driving. <br /> <br /> The National Safety Council defines Aggressive Driving as <br /> "driving under the influence of impaired emotions". The <br /> behavior is characterized by impatience and inattentiveness, a <br /> power struggle, often escalating into recklessness and road rage. <br /> <br /> <br /> <br /> MISSION/GOAL <br /> <br /> The goal of this project is to reduce aggressive driving in the Puna and <br /> South Hilo districts. Both districts will increase the amount of citations <br /> in these locations and properly record the amount for future reference. <br /> <br /> <br /> STRATEGIES <br /> <br /> Consistent enforcement is one of the strongest deterrents to aggressive <br /> driving and excessive speeding problems on Highway 11, Highway 130, <br /> and many other main routes within East Hawaii. The Hawaii Police <br /> Department will enforce speed violations, illegal passing, illegal lane <br /> <br /> usage and other traffic violations with the use of overtime funds and <br /> equipment purchased with monies received for this project. Past <br /> vehicular and fatal data will be used to identify problem areas. <br /> <br /> U1traLyte LRB lasers which are utilized by the Traffic Enforcement <br /> Unit will be used for these projects and have proven to be effective in <br /> heavy traffic situations. <br /> <br /> <br /> 1. Conduct at least 50 checkpoints, specifically on Highway 11 <br /> and Highway 130 which are the main corridors of traffic <br /> linking the districts. (To be split between S. Hilo and Puna). <br />
