(35) Of these checkpoints will be high visibility that will <br /> target the more heavily traveled roadways such as Highway <br /> 11 between the Hilo and Puna Districts and Highway 130 in <br /> the Puna District. <br /> <br /> <br /> 3. At least (15) inconspicuous projects will be done. These <br /> projects will require an unmarked police vehicle to travel <br /> along with the commuting traffic and report any traffic <br /> violations to marked vehicles positioned in strategic <br /> locations along the project site. * The unmarked vehicles <br /> will not be involved in stopping any violators unless a TEU <br /> member's specially equipped vehicle is utilized as the <br /> <br /> "inconspicuous vehicle". <br /> <br /> 4. Checkpoints will be conducted on overtime with the <br /> remaining proposed funds after purchase of the lasers. <br /> <br /> PROJECT EVALUATION <br /> <br /> <br /> The effectiveness of this program will be measured in the following <br /> manner: <br /> <br /> 1. A reduction in the amount of calls reporting aggressive driving <br /> behavior in the South Hilo and Puna districts into the <br /> Community Road Safety program that is monitored by the <br /> <br /> Traffic Services Section or calls received through 911. The <br /> Community Road Safety program specifically deals with <br /> complaints from the public of reckless driving, speeding, <br /> moving violations and other traffic violations and letters are <br /> sent to the registered owners of vehicles informing them of the <br /> alleged violations. <br /> <br /> <br /> 2. A reduction of traffic accidents along the targeted traffic <br /> corridor. <br />
