2. (35) Of these checkpoints will be high visibility that will
target the more heavily traveled roadways such as Highway
11 between the Hilo and Puna Districts and Highway 130 in
the Puna District.

3. At least (15) inconspicuous projects will be done. These
projects will require an unmarked police vehicle to travel
along with the commuting traffic and report any traffic
violations to marked vehicles positioned in strategic
locations along the project site. * The unmarked vehicles
will not be involved in stopping any violators unless a TEU
member's specially equipped vehicle is utilized as the

"inconspicuous vehicle".

4. Checkpoints will be conducted on overtime with the
remaining proposed funds after purchase of the lasers.

PROJECT EVALUATION

The effectiveness of this program will be measured in the following
manner:

1. A reduction in the amount of calls reporting aggressive driving
behavior in the South Hilo and Puna districts into the
Community Road Safety program that is monitored by the

Traffic Services Section or calls received through 911. The
Community Road Safety program specifically deals with
complaints from the public of reckless driving, speeding,
moving violations and other traffic violations and letters are
sent to the registered owners of vehicles informing them of the
alleged violations.

2. A reduction of traffic accidents along the targeted traffic
corridor.
