The proposed zoned density will be <br /> 4 units per acre. The average density relating to the proposed request (34 lots over <br /> 10+ acres) would amount to 3.4 units per acre. Tax Map Key: 5-4-6:36 consisting of <br /> .32 acres is designated Medium Density Urban Development. Medium Density Urban <br /> Development refers to village and neighborhood commercial and residential and related <br /> functions with commercial permitted up to three stories and residential permitted up to <br /> 35 units per acre. This proposed single family residential development will provide the <br /> framework of a concentration of urban activities occurring in an orderly manner <br /> commensurate with the provision of necessary infrastructure. Therefore, it is <br /> determined that the request is consistent with the low density and medium density form <br /> depicted on the LUPAG Map for this area of North Kohala. <br /> <br /> The requested zone change is consistent with the North Kohala Community <br /> Development Plan (CDP). The Land Use Concept Map of the CDP has designated the <br /> area Residential - 4 units per acre and recommends that future housing development in <br /> North Kohala be encouraged to provide a mix of housing products in order to serve a <br /> broad range of the regional market. The CDP also encourages the development of <br /> additional residential property around the existing towns of Hawi and <br /> Kynnersley/Kapaau, at a maximum density of four units per acre with a minimum lot <br /> size of 7,500 square feet. The proposed Single Family Residential (RS-10) zoning <br /> would allow a density of 44 units. The proposed number of residential units requested <br /> is 34 units. The average gross density (34 units =10.13 acres) is 3.36 units per acre <br /> which is less than the allowable density. Thus, the request is consistent with the North <br /> Kohala Community Development Plan. <br /> <br /> While the subject property is within the State Land Use Urban District and 9.8 <br /> acres of the project site is zoned County's Agricultural (A-20a), it is not currently <br /> being used for active agricultural purposes. The subject property is classified as within <br /> the existing urban development on the State of Hawaii ALISH Map. The Land Use <br /> Study Bureau's Overall Master Productivity Rating for the soils in Parcel 36 (front <br /> portion of the subject project area) is existing urban uses and the entire soils in Parcel <br /> 21 is "B" or "Good". The lands were previously used for the cultivation of sugar cane. <br /> Presently, the area is covered with ankle high grasses with a few scattered trees. <br /> Therefore, the reclassification of this 9.8-acre area from the Agricultural to the Single <br /> Family Residential designation will not be detrimental to the agricultural land inventory <br /> in the County of Hawaii. It would tend to alleviate the conversion of more productive <br /> agricultural lands from more appropriate locations within the North Kohala area for <br /> Urban Low Density type uses. Furthermore, the request would complement the <br /> existing residential land use patterns of the surrounding properties to the north, east <br /> and west of the project site which are zoned Single Family Residential (RS-15).
