Thus, the proposed rezoning and <br /> development will complement the land usage within the community and neighborhood <br /> it is proposed to be located in. <br /> <br /> The property has no severe geological or topographical problems which cannot <br /> be properly rectified or which would render the land unusable. The Flood Insurance <br /> Rate Maps (FIRM) indicate that the property is located in Zone "X," area determined <br /> to be outside of the 500-year flood plain. According to the Mauna Kea Soil and Water <br /> Conservation District, the area is part of a small watershed that contributes to a <br /> drainageway flowing through several properties along the highway and in the vicinity. <br /> However, a condition will be included to require the applicant to abide by all applicable <br /> County and State requirements for drainage and run-off generated by the development. <br /> Due to the extensive alteration of the project site by previous bulldozing activities, <br /> significant historical sites or features and the presence of endangered species of plants <br /> or animals are not anticipated to be located within the subject property. William <br /> Barrera, Jr., was contracted to perform an archaeological walk through. No historic <br /> sites were present on the parcel. The proposed action will not have any effect on <br /> significant historic sites. Nevertheless, a condition will be included to require the <br /> notification of the Department of Land and Natural Resources-Historic Preservation <br /> Division should archaeological sites be encountered during the course of development. <br /> <br /> All utilities and services are available to the property which are essential to <br /> accommodate urban development. According to the Department of Water Supply, <br /> water for the development is through an existing six (6) inch main that runs within the <br /> Akoni Pule Highway right-of-way. The County of Hawaii Department of Water <br /> Supply informed the applicant that water commitments would be contingent upon the <br /> installation of additional infrastructure which they indicated would be in place by the <br /> time the proposed project requires water service. The wastewater from the proposed <br /> project will be disposed of in accordance with the prevailing requirements of the State <br /> Department of Health's rules and regulations to be installed by the respective <br /> homeowners. Additionally, the applicant will abide by all applicable State and County <br /> air quality and noise level control standards during the pre-construction and <br /> construction phases of the project. All essential utilities are available for the proposed <br /> project. Therefore, the proposed single family residential development will be <br /> developed in an area that is or can be adequately served by water, utilities and <br /> transportation systems. <br /> <br /> Access to the site is provided by Akoni Pule Highway, a state owned highway <br /> with pavement width varying between 30 and 40 feet but with a road right-of-way <br />
