No. 948/Resolution No. 502-OS <br /> PLACE: Councilroom <br /> Ben Franklin Building <br /> 333 Kilauea Avenue, 2"d Floor <br /> Hilo, Hawaii <br /> <br /> TIME: 1:30 p.m. <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Resolution No. 502-08, reports as follows: <br /> Resolution No. 502-08, transmitted via Communication No. 948 from Council Chair Pete <br /> Hoffmann, dated January 18, 2008, transmitting a resolution amending Resolution No. 44-07, <br /> Draft 2, to extend the temporary delay in rezoning for the District of North Kohala. <br /> Resolution No. 502-08 states that Resolution No. 44-07, Draft 2, duly adopted by the County <br /> Council on February 22, 2007, temporarily delayed Council action on rezoning applications that <br /> would permit transient lodging accommodations or re-designate agricultural land into zoning <br /> districts with a minimum land area less than twenty (20) acres in size in the District of North <br /> Kohala to allow for the North Kohala Community Development Plan process to be completed. <br /> Resolution No. 44-07, Draft 2 provided that the temporary delay would expire upon adoption of <br /> the North Kohala Community Development Plan by ordinance or, February 22, 2008, whichever <br /> would first occur. <br /> Resolution No. 502-08 notes that the North Kohala Community Development Plan process is <br /> still ongoing and that an extension oftime is necessary to allow for completion ofthis important <br /> community-based process. Although Resolution No. 44-07, Draft 2 included a provision for <br /> extensions oftime of not more than six (6) months each, the development of Community <br /> Development Plans have shown to necessitate a longer period oftime. Therefore, Resolution <br /> <br /> No. 502-08 extends the temporary delay of Council action on rezoning applications that would <br /> permit transient lodging accommodations and re-designate agricultural land into zoning districts <br /> with a minimum land area less than twenty (20) acres in size in the District of North Kohala until <br /> the North Kohala Community Development Plan is adopted by ordinance, or December 1, 2008, <br /> whichever occurs first. <br /> At the February 5, 2008 Planning Committee meeting, Council Chair Pete Hoffmann stated that <br /> good progress is also being made with the North Kohala Community Development Plan and he <br /> believed a proposed ordinance could be ready by summer. <br /> PC Report No. 65 <br /> <br />
