Although the Kailua Village Master <br /> Plan has designated the area for Residential Use, the size and location of the subject <br /> <br /> property is not suitable for residential development. The Kailua Village Master Plan <br /> land use recommendation is to "Provide small lot office and neighborhood convenience <br /> commercial." In addition, there is a doctor's office on the adjacent property to the <br /> north of the subject parcel. The subject property is located on the outskirts of the <br /> commercial area of Kailua-Kona, within close proximity to existing services and <br /> facilities, but in an area where no other commercial zones exist. The property is <br /> surrounded by scattered residential communities, and the proposed office building will <br /> serve residents of these communities. Thus, the proposed change of zone will provide <br /> a convenience to neighboring residents, without placing a burden on public agencies to <br /> provide costly infrastructure improvements. The immediately adjacent properties are <br /> sparsely populated and the proposed increase in traffic to the site should not create a <br /> nuisance to the neighbors. Although the traffic on Hualalai Road is already high, the <br /> proposed use is small enough that it should not cause a significant increase in the level <br /> of service at the Queen Ka'ahumanu Highway/Hualalai Road intersection. Concerns <br /> over adequate sight distance can be mitigated through appropriate conditions of <br /> approval. In addition, the building will be designed to provide adequate on-site <br /> parking and internal circulation, and there are no valuable historical or natural <br /> resources which will be adversely impacted by this development. <br /> <br /> Adequate public services and utilities are available to accommodate the <br /> proposed development. Water, electricity and other essential utilities are available to <br /> accommodate the proposed commercial use of the property. The applicant will be <br /> required to address agency concerns regarding adequate access to and sight distance <br /> along Hualalai Road through conditions of approval of this change of zone request. <br /> The wastewater disposal system and any drainage improvements will be designed in <br /> accordance with applicable State and County standards, and will be carefully reviewed <br /> during the Plan Approval process for development. Fire, police, emergency and <br /> medical services are located in Kailua-Kona, approximately one and one half mile north <br /> of the subject property. <br /> <br /> Adequate access is available to accommodate the proposed use. According to <br /> the traffic analysis submitted by the applicant, the level of service will not significantly <br /> decline as a result of the project. The Department of Public Works has determined that <br /> the proposed use is large enough to cause a significant impact on traffic. However, the <br /> Department will require substantial improvements to enhance the sight distance along <br /> the Hualalai Road frontage of the property. These improvements are intended to <br /> ensure safe vehicular access to the new building, as well as the safety of passing traffic. <br />
