Mtr,or x <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> rr~Oi~M~~` <br /> RESOLUTION NO. 557 (~S <br /> <br /> A RESOLUTION REQUIRING THE COUNTY OF HAWAII MASS TRANSIT <br /> AGENCY TO CREATE A PARTNERSHIP WITH THE STATE OF HAWAII <br /> <br /> DEPARTMENT OF TRANSPORTATION TO DESIGN AND CONSTRUCT PARK AND <br /> RIDE FACILITIES AT DESIGNATED SITES ALONG STATE HIGHWAY 19 WITHIN <br /> COUNCIL DISTRICT 1. <br /> WHEREAS, in 2005, the County of Hawaii Mass Transit Agency created kokua zones <br /> to allow for free use of the county busing system; and <br /> WHEREAS, since the creation of the kokua zones, the number of riders using the bus <br /> has more than doubled; and <br /> WHEREAS, approximately 24 buses a day travel through Council District 1 from East <br /> Hawaii to West Hawaii and back; and <br /> WHEREAS, these buses have an average occupancy of 94 percent for these trips through <br /> Council District 1; and <br /> WHEREAS, approximately 500 riders board or exit the bus within Council District 1 on <br /> a daily basis; and <br /> WHEREAS, riders of the bus must stand alongside State Highway 19 to wait for the bus <br /> to stop and pick them up on the shoulder of the highway; and <br /> WHEREAS, the lack of sufficient pullout areas causes traffic to back up when the bus is <br /> stopped for the loading and unloading of passengers; and <br /> WHEREAS, passengers awaiting transportation are in close proximity to passing <br /> vehicles creating the potential for traffic accidents; and <br /> WHEREAS, the rider information tracked by the Mass Transit Agency shows that the <br /> communities of Papa`ikou, Pepe`ekeo, Laupahoehoe, and the Lakeland Subdivision in Kamuela <br /> have high ridership numbers that warrant the construction of park and ride facilities that consist <br /> of parking lots and bus shelters; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> Mass Transit Agency is required to enter into a partnership with the State of Hawaii Department <br /> of Transportation to identify locations within Papa`ikou, Pepe`ekeo, Laupahoehoe, and the <br /> Lakeland Subdivision for the design and construction of park and ride facilities; and <br /> <br />
