REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND
INTERGOVERNMENTAL RELATIONS
DATE: March 11, 2008 Re: Comm. No. 1072/Res. 557-08
PLACE: Sheraton Keauhou Bay Resort and Spa
78-128 Ehukai Street
Kailua-Kona, Hawaii
TIME: 9:30 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Comtittee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1072, regazding Resolution 557-08, reports as follows:

Resolution 557-08, transmitted by Council member Dominic Yagong via Communication 1072, dated

February 2$, 2008, requires the County of Hawaii Mass Transit Agency to Create a Partnership with the
State of Hawaii Department of Transportation to Design and Construct Park and Ride Facilities at
Designated Sites Along State Highway 19 within Council District 1.
There was no testimony from the public on this proposed amendment.
Council member Dominic Yagong seeks the support of his colleagues in his proposed resolution. He

believes this is an island wide issue and with the free ridership program, his district experienced a large
increase in bus ridership. The following communities of Papa`ikou, Pepe`ekeo, Laupahoehoe, and the
Lakeland Subdivision in Kamuela have high ridership numbers that warrant the construction of park and
ride facilities consisting of parking lots and bus shelters. Furthermore, it will continue to encourage bus

ridership, provide parking, safe loading and unloading areas for passengers and have Mass Transit

Agency enter into a partnership with the State of Hawaii Department of Transportation to identify the
locations within the previously named areas.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Resolution 557-08, and recommends its adoption.
dkr
AYES NOES A&E EX Respectfully submitted,
FORD X
RIGA X COMMITTEE ON PUBLIC WORKS AND
HOFFMANN X INTERGOVERNMENTAL RELATIONS
IKEDA X
JACOBSON X
NAEOLE X BRENDA J.
