The purpose of the amendment is to provide a time frame for the Planning <br /> Commission's review and recommendation to the County Council on a draft Community <br /> Development Plan or amendment. <br /> The Planning Director's reasons for the request are as follows: <br /> <br /> The General Plan approved in 2005 established the Community Development <br /> Plan Program. Community Development Plans (CDP's) translate broad General Plan <br /> goals, policies, and standards into implementation actions as they apply to specific <br /> geographical regions in the county. Under the revised General Plan, a CDP must be <br /> adopted by the County Council as an ordinance, giving the CDP the force of law, as <br /> opposed to being adopted by resolution and merely serving as guidelines or reference <br /> documents. Each CDP is required to have a steering committee composed of members <br /> appointed by the mayor and confirmed by the council. After the steering committee has <br /> recommended approval of the CDP, it is forwarded to the Planning Commission for its <br /> review and recommendation to the County Council.
