<br /> <br /> <br /> <br /> <br /> BRPD1whatedCDP.do 1/18108 <br /> <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> <br /> BACKGROUND AND RECOMMENDATION <br /> <br /> INITIATOR: PLANNING DIRECTOR <br /> AMENDMENT TO CHAPTER 2, ARTICLE 7, <br /> HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED) <br /> Amendment to Chapter 2, Article 7, Hawaii County Code 1983 (2005 Edition, as <br /> <br /> amended) relating to the Planning Commission's review of a draft community development plan <br /> or amendment thereof. The purpose of the amendment is to provide a time frame for the Planning <br /> <br /> Commission's review and recommendation to the County Council on a draft Community <br /> Development Plan or amendment. <br /> <br /> PROPOSED ACTION <br /> 1. Background: The General Plan approved in 2005 established the Community <br /> <br /> Development Plan Program. Community Development Plans (CDP's) translate broad <br /> <br /> General Plan goals, policies, and standards into implementation actions as they apply to <br /> specific geographical regions in the county. Under the revised General Plan, a CDP must <br /> <br /> be adopted by the County Council as an ordinance, giving the CDP the force of law, as <br /> opposed to being adopted by resolution and merely serving as guidelines or reference <br /> <br /> documents. Each CDP is required to have a steering committee composed of members <br /> appointed by the mayor and confirmed by the council. After the steering committee has <br /> <br /> recommended approval of the CDP, it is forwarded to the Planning Commission for its <br /> review and recommendation to the County Council. The County Council may then <br /> <br /> modify or amend the CDP before final adoption of the plan, enacting it by ordinance. <br /> Currently, the General Plan does not state the time frame for the Planning <br /> <br /> Commission's review and recommendation to the County Council on a draft Community <br /> Development Plan or amendment. As the development of the North and South Kohala, <br /> <br /> Kona and Puna CDP's are currently underway, a time frame for the review of CDP's by <br /> the Planning Commission is necessary for the prompt submittal of recommendations to the <br /> <br /> County Council. A set time frame for review by the Planning Commission will also allow <br /> <br /> <br /> -1- <br />
