Give reasons how new duties arose (statutes enacted, ordinances, newly <br /> authorized programs, basis for increased workloads, etc.): <br /> <br /> Council Resolution #303 07 affirmed the need for a permanent position to focus on <br /> community violence and related issues in the County of Hawaii. The Prosecutor's <br /> Office had a similar grant funded position that ended in the mid 1990's. that person <br /> coordinated interagency meetings, researched, and implemented systems to better <br /> address domestic violence. When the funding lapsed, the Family Violence Advisory <br /> Commission was formed to continue those efforts, but the Commission has not met <br /> for more than three years. In the meantime, violence in our community has not <br /> abated. <br /> <br /> 2. Can new duties be assigned to existing positions or handled in other way such as <br /> short term contracts, etc. <br /> <br /> No. Long term planning and oversight of those plans are necessary to have any <br /> meaningful impact on community violence. <br /> <br /> 3. How will new position increase the efficiency/effectiveness of operations? (Use <br /> productivity measurements where possible.): <br /> <br /> Having a position dedicated to addressing the issues surrounding the personal <br /> health and safety of our citizens is much more effective than expecting existing staff <br /> to add those responsibilities onto their already heavy workloads. This new position <br /> would expand the focus from partner violence to include child sexual assaults and <br /> physical abuse, elderly abuse and exploitation, etc. <br />
